This article does not focus on adaptation or mitigation policy directly but on an allied opportunity that exists for the Pacific
Islands via the auspices of the Climate Convention, because the existing very costly energy systems used in the Pacific Island
region are fossil-fuel dependent. It is argued here that efforts can be made towards the development of energy systems that
are ecologically sustainable because Pacific Island nations are eligible to receive assistance to introduce renewable energy
technology and pursue energy conservation via implementation mechanisms of the Climate Convention and, in particular, through
transfer of technology and via joint implementation.
It is contended that assistance in the form of finance, technology, and human resource development from developed countries
and international organizations would provide sustainable benefits in improving the local Pacific Island environments. It
is also emphasized that mitigation of greenhouse gas emissions is not the responsibility of the Pacific Islands as they contribute
very little on a per capita global scale and a tiny proportion of total global greenhouse gas emissions. 相似文献

Although there has been a broad acknowledgment that women's local and traditional knowledge is fundamental to guarantee food security and conserve biological diversity, few women are represented at the managerial and decision‐making level of environmental movements and organizations. The United Nations, its agencies and agreements have long promoted the full and effective participation of women in decision‐making processes. So how can commitments contained in international agreements be translated into concrete actions? By using the case of the Convention on Biological Diversity, one of the key agreements adopted at the 1992 Earth Summit in Rio de Janeiro, this article analyses how gender‐equitable initiatives tend to assume an ad hoc character with few governments effectively involving women in their sustainable development strategies. More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects. A recent comprehensive review of the characteristics and utilization of copper slags encourages (properly) several applications for this important pyrometallurgical byproduct. However, the review does not include possible environmental effects from these slags. The United Nations Basel Convention on the Transboundary Movement of Hazardous Wastes and Their Disposal characterizes copper compounds that exhibit specified hazard characteristics as hazardous wastes. In 1996, the Convention considered further characterization of these and other compounds and substances. The final characterization of copper slags is as non-hazardous, i.e., exempt from control. This decision was based in part (if not largely) on the data that are presented here. Literature reports were used to accumulate data describing the chemical composition and acid leaching of commercial copper slags from three countries. From these data, average values of chemical composition and their statistical confidence limits (95%) were calculated. The variability of the chemical analyses of three commercial slags produced over 19 or 20 months were statistically analyzed and shown to be small. The concentrations of toxic heavy metals in the slags are low and the frequency distributions of the values are narrow. Most of the data are normally distributed, validating the use of the statistics used and permitting predictions of likely values. The amounts of heavy metals extracted by an aggressive standard acid leach procedure are low and well below the United States. regulatory levels derived from drinking water standards. The results for total composition and leaching illustrate why the U.S. Environmental Protection Agency made a regulatory determination that such slags are not hazardous wastes. Later, in 1996, the Basel Convention Technical Working Group concurred and the Parties to the Convention adopted their recommendation. 相似文献

Food aid is a key component of a humanitarian response but its use in other programming contexts is subject to numerous criticisms. Even in humanitarian emergencies food aid is often late, unreliable and out of proportion to other elements of the response. Three major factors will shape the future of food aid. First, mechanisms of food aid governance are being reviewed and may undergo major changes—particularly the Food Aid Convention now that hopes have diminished for an Agreement on Agriculture at the World Trade Organisation. The second significant factor is donor agency trends. Overall levels of food aid have dropped fairly steadily in recent decades and there are several discernible trends in resource allocation, procurement and the use of food aid. The third factor is an emerging body of best practice that will define acceptable standards of food aid programming in the future. 相似文献

This study estimates efficient nitrogen load reductions to the Stockholm archipelago, a Swedish coastal zone in the Baltic
Sea, and compares these with politically determined and implemented nitrogen abatement programs. The region is relatively
well equipped with necessary data, and a simple programming model is constructed. The results show a large divergence in efficient
nitrogen reductions, mainly due to the divergences in benefit estimates from water quality improvements in the archipelago.
However, the results need to be interpreted with caution due to all uncertainties related to predicting net values from changes
in nitrogen load to a coastal zone. In spite of this, it is still of policy relevance to infer results which show that the
politically determined target coincides with an efficient nitrogen reduction at relatively low benefit estimate, but that
actual net benefits could be increased from a reallocation of abatement measures towards more low cost measures. 相似文献

The Global Strategy for Plant Conservation (GSPC) set an ambitious target to achieve a conservation assessment for all known plant species by 2020. We consolidated digitally available plant conservation assessments and reconciled their scientific names and assessment status to predefined standards to provide a quantitative measure of progress toward this target. The 241,919 plant conservation assessments generated represent 111,824 accepted land plant species (vascular plants and bryophytes, not algae). At least 73,081 and up to 90,321 species have been assessed at the global scale, representing 21–26% of known plant species. Of these plant species, at least 27,148 and up to 32,542 are threatened. Eighty plant families, including some of the largest, such as Asteraceae, Orchidaceae, and Rubiaceae, are underassessed and should be the focus of assessment effort if the GSPC target is to be met by 2020. Our data set is accessible online (ThreatSearch) and is a baseline that can be used to directly support other GSPC targets and plant conservation action. Although around one‐quarter of a million plant assessments have been compiled, the majority of plants are still unassessed. The challenge now is to build on this progress and redouble efforts to document conservation status of unassessed plants to better inform conservation decisions and conserve the most threatened species. 相似文献

Abstract: Concerns have been raised regarding the potential adverse effects on biological diversity of the use of living modified organisms (LMOs, which are commonly known by similar terms such as genetically modified organisms). At the international level these concerns are addressed in part by an agreement known as the Cartagena Protocol on Biosafety and include potential toxic effects of insect-resistant crops on nontarget organisms and potential ecological effects of gene flow from modified crops, fish, microorganisms, or insects to wild species or counterparts. We reviewed the protocol's main provisions, including those dealing with risk assessment and risk management, decision making on imports, documentation accompanying shipments, and liability resulting from damages caused by LMOs. A medium-term program of work has been adopted by the parties, which includes the potential contribution of conservation biologists to delivering capacity building, developing risk assessment guidance, evaluating mechanisms of potential ecological damages from LMOs, and other issues. Conservation biologists and other experts have opportunities to influence the negotiations and implementation of the protocol by providing inputs at meetings, offering expertise to governments and organizations, and participating in or developing relevant projects and initiatives. Involvement of conservation biologists in the implementation and further development of the protocol would contribute to its effectiveness. 相似文献
